Most recently Bloomfields has been able to persuade the Planning Inspectorate that a Council’s adoption of a Local Plan with adequate housing supply, even if the site is also designated as an Area of Outstanding Natural Beauty, should not be sufficient to refuse planning permission for new houses. In this appeal case (where the site also formed part of a designated Strategic Gap), the Inspector has agreed with Bloomfields that where there would not be harm to the character and appearance of the area, a departure from the Council’s Local Plan policies can be justified.
